Clear rules are progress for everyone making music with real human input: provenance can finally be documented rather than claimed. The limit sits in the definition, because AI now lives inside mastering, vocal processing, and songwriting tools, and 'substantially human' is hard to draw cleanly.
Independent artists should document their workflow before platforms define the criteria for them.
